182.703. Urban public library districts may be created, uponthe favorable vote of a majority of the residents of the ninedirector school district voting at an election held on anypermissible election date. The decision as to whether the issueof creation of a new urban public library district will be placedon the ballot must be made by a majority vote of the nine memberboard of directors of the urban school district. The boundariesof any new urban public library district shall coincide with therespective nine director urban school district. Upon creation ofany such district, the new district shall be designated assuccessor to any public library system operated within suchboundaries immediately preceding the date of the election, andshall be entitled to levy a property tax at the same rate as hadbeen authorized pursuant to section 137.030, RSMo, for operationof the public library by the nine director urban school districtimmediately prior to creation of the new urban public librarydistrict. Effective the first calendar year after the electionresulting in creation of the urban public library district, thenine director urban school district serving the same boundariesshall no longer be authorized to levy a tax for public librarypurposes. The alteration of the boundaries of a nine directorurban school district shall not affect the boundaries of anyurban public library district created pursuant to sections182.701 to 182.723.
