190.836. No rules implementing sections 190.800 to 190.836 may befiled with the secretary of state without first being provided tointerested parties registered on a list of such parties to be maintained bythe director of the department of social services. Rules shall be providedto all interested parties seventy-two hours prior to being filed with thesecretary of state. Any rule or portion of a rule, as that term is definedin section 536.010, RSMo, that is created under the authority delegated insections 190.800 to 190.836 shall become effective only if it complies withand is subject to all of the provisions of chapter 536, RSMo, and, ifapplicable, section 536.028, RSMo. Sections 190.800 to 190.836 andchapter 536, RSMo, are nonseverable and if any of the powers vested withthe general assembly pursuant to chapter 536, RSMo, to review, to delay theeffective date, or to disapprove and annul a rule are subsequently heldunconstitutional, then the grant of rulemaking authority and any ruleproposed or adopted after August 28, 2009, shall be invalid and void.
