Genetics program to be established by department--rulesauthorized--procedure.

191.315. 1. The department is hereby designated as administrator ofa comprehensive genetics program which will provide genetic diagnosis,counseling, treatment, education and research.

2. The director of the department shall establish regulations andstandards for genetic programs, as the director deems necessary, to promoteand protect the public health and safety, and may promulgate all rules andregulations necessary to effectuate the provisions of sections 191.300 to191.380 pursuant to this section and chapter 536, RSMo. No rule or portionof a rule promulgated under the authority of this chapter shall becomeeffective unless it has been promulgated pursuant to the provisions ofsection 536.024, RSMo.
