Department of health and senior services to administer--may makerules and regulations.

191.505. The department of health and senior services shall be theadministrative agency for the implementation of the program established bysections 191.500 to 191.550. The department shall promulgate reasonable rulesand regulations for the exercise of its functions in the effectuation of thepurposes of sections 191.500 to 191.550. It shall prescribe the form and thetime and method of filing applications and supervise the processing thereof.
