191.835. 1. The division of alcohol and drug abuse of thedepartment of mental health shall establish a community grantsprogram, to be known as "Community 2000", which shall make fundsavailable to municipalities for the purpose of preventing alcoholand drug abuse.
2. To be eligible for grant moneys, municipalities shallestablish local commissions to coordinate and evaluate localalcohol and drug abuse prevention programs and strategies. Suchcommissions shall represent law enforcement, education, health,mental health, clergy, civic organizations, parents, electedofficials and other community residents having a special interestin prevention and early intervention in substance abuse problems.The commissions shall participate in a statewide coalition oflocal commissions for information sharing, coordination ofresources and mutual support. Grant awards shall be based on animpartial review of applications submitted to the division ofalcohol and drug abuse, and amounts shall be based on population.
3. The goals of each local commission shall be:
(1) The reduction of prenatal and perinatal exposure toalcohol and other drugs;
(2) Reduction of alcohol and other drug use by children andyouth by increasing school children's understanding of effectsand by employing basic strategies of resistance, coping skillsand healthy alternatives;
(3) The development of social structures which promotehealth and well-being and support healthy behavior; and
(4) Maximizing opportunities for early intervention andaccess to appropriate treatment services for persons who needsuch services.
4. The local commission's objectives shall be to assess theappropriateness of and coordinate the community's alcohol andother drug education and prevention activities, such as drugawareness resistance education (DARE) programs, school curricula,community-based services and juvenile justice programs. Thecommission shall develop an annual plan and report of progressfor the city council or other municipal authority. The planshall describe educational needs and resources, and referralresources for individuals and families who need interventionservices. Funds may be used to support coordinating staff,community training, media, policy analysis and development, andother related local program functions.
5. The division of alcohol and drug abuse shall conductannual evaluations of the effectiveness of the community 2000program. Up to ten percent of the funds appropriated for theprogram may be used for evaluation.
6. Funding for the community 2000 program shall beappropriated annually by the general assembly from revenuesavailable in the health initiatives fund established in section191.831.
