Bylaws to be adopted by council, no compensation but to be paidexpenses.

191.855. 1. The council shall adopt written bylaws togovern its activities.

2. Members shall receive no additional compensation fortheir service to the council, but shall be reimbursed forreasonable and necessary expenses actually incurred in theperformance of official duties.
