192.723. Beginning upon receipt of appropriations for thatpurpose and subject to the availability of appropriations, butnot before July 1, 1985, innovative research feasibility studieswhich cannot be funded by traditional mechanisms and which havesignificance for having impact on the state arthritis problem maybe carried out by arthritis centers established pursuant tosection 192.714.
