Registration requirement waived by department, when--reportingrequirement, exceptions--rules and regulations, authority topromulgate.

195.425. 1. The department of health and senior services shall, byregulation, waive the requirement for registration of certain manufacturers,wholesalers, retailers, or other persons if it finds it consistent with thepublic health and safety.

2. The department of health and senior services shall, by regulation,establish exemptions from the reporting requirements for the sales ortransfers of substances listed in section 195.400 which are below quantitylevels set by the department.
