Department of social services to administer--promulgation of rules,procedure--cooperation of other agencies.

198.009. 1. The provisions of sections 198.003 to 198.186 shall beadministered by the department. The department shall have authority topromulgate rules and regulations for the purposes of administering sections198.003 to 198.186. All such rules and regulations shall be promulgated inaccordance with this section and chapter 536, RSMo. No rule or portion ofa rule promulgated under the authority of this chapter shall becomeeffective unless it has been promulgated pursuant to the provisions ofsection 536.024, RSMo.

2. All agencies of the state or any of its political subdivisionsshall assist and cooperate with the department whenever necessary to carryout the department's responsibility under sections 198.003 to 198.186.
