Rules, regulations, promulgation, procedure.

198.436. No regulations implementing sections 198.401 to 198.436 maybe filed with the secretary of state without first being provided tointerested parties registered on a list of such parties to be maintained bythe director of the department of social services. Regulations must beprovided to all interested parties seventy-two hours prior to being filedwith the secretary of state. No rule or portion of a rule promulgatedunder the authority of sections 198.401 to 198.436 shall become effectiveunless it has been promulgated pursuant to the provisions of section536.024, RSMo.
