Means test, determination of amount to charge for services,director to promulgate rules and regulations.

199.039. The director of the division shall promulgaterules setting forth a reasonable standard means test which shallbe applied to all facilities, programs and services operated orfunded by the division in determining the amount to be charged topersons receiving services. Notwithstanding other provisions ofsections 199.001 to 199.055, the department shall accept fundsfrom federal reimbursement, third-party reimbursement, privatepay or other funding sources.
