No fee, charge, or tax to be assessed, when.

204.700. No person who owns real property that is used forresidential purposes within the boundaries of any district created undersection 30 of article VI of the Missouri Constitution shall be assessed anyfee, charge, or tax for storm water management services if the districtdoes not directly provide sanitary sewer services to such property and ifthe storm water runoff from such person's property does not flow, or is nototherwise conveyed, to a sewer maintained by such district.
