205.930. The county superintendent of public welfare shallinvestigate the conditions of living among the poor, sick anddelinquent in the county and examine thoroughly into causes ofcrime and poverty in the county and shall make recommendationsfrom time to time to the proper state department, and to properlocal authorities as to any change in conditions or inlegislation necessary to prevent or reduce poverty, crime ordistress in the state.
