210.103. 1. There is established in the state treasury aspecial fund, to be known as the "Missouri Children's ServicesCommission Fund". The state treasurer shall credit to anddeposit in the Missouri children's services commission fund allamounts which may be received from general revenue, grants,gifts, bequests, the federal government, or other sources grantedor given for the purposes of sections 210.101 and 210.102.
2. The state treasurer shall invest moneys in the Missourichildren's services commission fund in the same manner as surplusstate funds are invested pursuant to section 30.260, RSMo. Allearnings resulting from the investment of moneys in the Missourichildren's services commission fund shall be credited to theMissouri children's services commission fund.
3. The administration of the Missouri children's servicescommission fund, including, but not limited to, the disbursementof funds therefrom, shall be as prescribed by the Missourichildren's services commission in its bylaws.
4. The provisions of section 33.080, RSMo, requiring allunexpended balances remaining in various state funds to betransferred and placed to the credit of the ordinary revenue ofthis state at the end of each biennium, shall not apply to theMissouri children's services commission fund.
5. Amounts received in the fund shall only be used by thecommission for purposes authorized under sections 210.101 and210.102.
