City may provide and enforce rules and regulations.

214.240. Such cemetery lands and premises so acquired or themajority control of which may be acquired, shall by the city bekept and used for park purposes as a park for rest andcontemplation and as may be reasonably consistent with reverentrespect for the last resting places of the dead. The city may byordinance provide and enforce rules, regulations and reasonablerestrictions upon the uses thereof for such park purposes.
