Condemnation powers, when, procedure.

217.095. When it becomes necessary for the department to take orappropriate any lands of persons or corporations for the use of acorrectional center, and the owners of the property cannot agree with thedepartment upon the proper compensation to be paid, or in case the owner isincapable of contracting, unknown, or a nonresident of the state, then suchproperty may be taken by and through and upon the application of thedepartment in the same manner that is provided for in chapter 523, RSMo.
