226.132. The general assembly recognizes that nothing in section142.345, RSMo, and sections 226.133, 226.134 and 226.200 fully addressesthe total transportation infrastructure needs of the state. In order forthe state to exploit all of its transportation assets, the department oftransportation shall create a multimodal, total transportation plan basedsolely upon the real needs of the state. The department of transportationshall objectively evaluate the actual multimodal needs, including aviation,highways, bridges, rail, transit and water ports, of the state based uponcriteria that will enhance the state's transportation infrastructure andeconomic development well-being and shall submit its total transportationplan to the joint committee on transportation oversight, the president protem of the senate and the speaker of the house of representatives byJanuary 2, 2001.
