The general assembly, for the purpose of promotingpublic safety, health, welfare, convenience, and enjoyment ofhighway travel and to preserve and enhance the natural scenicbeauty of highways and adjacent areas, declares it to be in thepublic interest to regulate and restrict or prohibit theestablishment, operation, and maintenance of junkyards in areasadjacent to the interstate and primary systems of highways inMissouri.
