Commission to determine width and character of construction--minimumwidth.

227.060. The commission shall determine the width of theright-of-way and of the surface roadway of state highways andshall also determine the type and character of construction. Inmaking decision as to widths, types and character ofconstruction, there shall be taken into consideration theprobable volume and weight of intercounty and intracountyvehicular traffic over such state highways, the density ofpopulation and the character of the territory through which suchstate highways are to be constructed. Durability and lowmaintenance cost shall be considered in connection with theprobable volume and weight of such traffic; provided, that in theconstruction of state roads, no width of less than twelve feet ofhard surface shall be considered.
