Higher type road may be constructed, when.

227.160. If any county, civil subdivision or personsinterested desire a road of a higher type, more expensiveconstruction, or better in any way than the road proposed by thedepartment, and shall secure to the state, in the manner andwithin the time prescribed by the commission, the additional costof such road, then such road shall be constructed with the fundsof the state and funds so secured; provided, however, that theroad shall be constructed under the supervision and direction ofthe commission, as provided for in section 227.030, for theconstruction of roads at the sole cost of the state.
