Legislative findings--construction.

227.603. 1. The general assembly finds that:

(1) The present and prospective traffic congestion in the designatedregion of the project and the limited availability of state moneys requiresuch project for the public safety, health, and welfare; and

(2) Sections 227.600 to 227.669 will encourage private sectorinnovation and investment in the state to accomplish the project that wouldnot otherwise be undertaken, thereby serving the public safety, health, andwelfare.

2. Sections 227.600 to 227.669 shall be liberally construed toaccomplish the legislative findings and purposes set forth in this section.
