Road plan, who shall prepare--approval by state highways andtransportation commission required.

230.235. Every county adopting sections 230.200 to 230.260shall formulate a comprehensive road plan establishing asystematic program for the development and improvement of countyroads. The plan shall be prepared by a qualified civil engineeror engineering firm familiar with road and highway engineering,and shall be approved by the state highways and transportationcommission.
