Emergency action authorized.

236.455. If it is determined at any time that the conditionof a dam or reservoir is an imminent and substantial threat, andso dangerous to public safety, life or property as not to permittime for issuance of an enforcement order to correct the hazard,the chief engineer may take any appropriate action not prohibitedby the constitution or laws of this state he deems necessary foremergency protection of public safety, life or property, and mayrequest the attorney general or a prosecuting attorney to takeany legal steps necessary to accomplish such action and torecover the cost of such measures from the owner by appropriatelegal action.
