License granted without tax, when.

237.080. If any county commission believe that any ferry inthe county is so little used as not to justify the payment oflicense, they may, in their discretion, give to the keeper ofsuch ferry a license without the payment of any tax; and suchcommission shall take bond and fix the rates as in other ferries.
