Districts may be formed at regular meetings of governing body.

245.295. The county commission, or other legislative bodyif different from the county commission, of any county in thisstate forming a levee district wholly within its limits, whetherof the whole county or a part of such county, may lay off suchlevee district at any regular meeting of such commission.
