Notice to be given--mailing required.

245.300. No such levee district shall be formed unlessnotice of an intention to apply therefor be first given bypublication in some newspaper published in each county composingsaid proposed levee district, published once at least fifteendays before the commencement of the meeting of the countycommission to which said application shall be made, and providedthat the commission shall mail, by certified mail, a copy of thenotice of the intention to form a district to the names listed onthe county assessor's records of the owners of land or otherindividual or corporate franchise property in the district,including all public entities owning land within the district.
