In any levee district formed pursuant to the laws of thisstate having an assessed valuation of forty million dollars or greater,which is located in whole or in part in a county having over nine hundredthousand in population according to the last decennial census, owners ofproperty in whole or in part within the levee district who are corporate,partnership, joint venture, or any other form of ownership other thanindividual ownership, may delegate through procedure allowed pursuant tocorporate form as provided by the laws of this state an individual toexercise representation and voting on behalf of the corporate entity inmatters requiring public vote involving the levee district. For purposesof levee districts organized pursuant to the laws of this state, anyindividual so recognized by the corporate form as having theresponsibilities of representing the corporate landowner before the boardof supervisors of the levee district shall in all respects be treated bylaws of this state as the owner of the property, and shall be entitled toall benefits and privileges allowed by law, including serving on the boardof supervisors if so elected, as are contained in the laws of this state.
