Organization of board, quorum, monthly meetings--officers andemployees--annual audits.

249.780. 1. Within four days after the appointment orelection, the board shall meet and organize by choosing one ofits members as chairman and one as secretary. The chairman andsecretary shall serve for one year and until their successors areselected and qualified. A majority of the board shall constitutea quorum.

2. The board shall employ a treasurer and necessaryprofessional, clerical and other personnel and determine theircompensation. The treasurer may be either a member of the boardor some other qualified individual. All employees shall serve atthe will of the board.

3. The board shall hold regular monthly meetings and thepresident may call special meetings when it is deemed necessary.

4. All persons charged with handling funds shall be requiredto give bond in an amount fixed by the board but at the expenseof the district.

5. The board shall employ a competent accountant to conductan annual audit of the receipts, expenditures and fixed assets ofthe district.
