Regional commission budget--apportionment of costs to local units.

251.400. For the purpose of providing funds to meet theexpenses of a regional planning commission, the commission shallannually prepare and approve a budget reflecting the costs of itsoperations and services to the local governmental units withinthe region. The amount charged to each local unit shall be inthe proportion that its assessed valuation bears to the total, orsuch other method as may be agreed upon by the governmental unitswithin the region. The budget as prepared by the regionalplanning commission shall show the proportionate share of eachlocal governmental unit participating in such commission andshall be submitted to each participating local governmental unitat least sixty days prior to the end of the regional planningcommission's fiscal year. The budget as submitted shall beapproved by local governmental units which represent more thanfifty percent of the assessed valuation of the participatinglocal units.
