Plan, development of, contents of--pilot cities.

251.481. 1. The program shall operate according to a plandeveloped by the department of economic development and thedepartment of natural resources with the assistance oforganizations representing merchants and governments of cities,historic preservation interests, financial institutions andeconomic development groups. The plan required by this sectionshall describe the objectives of the program, how the programwill be coordinated with existing federal, state, local andprivate sector small business development and historicpreservation efforts, and methods of selecting and providingassistance to participating cities.

2. The department shall select ten pilot cities in which toinitiate the program.
