Obligations incurred only as authorized by appropriation.

253.050. Except as, or as hereafter may be, otherwiseprovided by law no contract shall be entered into or obligationsincurred, nor shall any payment or expenditure of money be madeunder the provisions of sections 253.010 to 253.100 except inaccordance with and by virtue of, an appropriation as provided bylaw.
