Department of natural resources may prescribe form of bonds--holdermay compel performance of duties.

253.270. 1. The department of natural resources isauthorized to prescribe when not inconsistent with the provisionsof sections 253.210 to 253.280 the form, details and incidents ofthe bonds and to make such covenants as in its judgment may beadvisable or necessary properly to secure the payment of thebonds.

2. The holder of any bond issued hereunder or of any couponsrepresenting interest accrued may, by proper civil action eitherat law or in equity, compel the department of natural resourcesto perform all duties imposed upon it by sections 253.210 to253.280, including the making and collecting of sufficient ratesand charges for the use of the project for which the bonds wereissued and may enforce the performance of any covenant made bythe board in the issuance of the bonds.
