Multipurpose program established, department to administer and adoptrules.

256.439. In order to provide public water supplystorage treatment and water-related facilities in both urbanand rural areas of the state, there is hereby established a"Multipurpose Water Resources Program". The program shallbe administered by the state department of naturalresources. The state department of natural resources mayadopt rules and regulations necessary to implement theprovisions of sections 256.437 to 256.445.
