Owner or operator shall provide quality assurance and quality controloversight of inspections during area closure, postclosure andcorrective action plans, requirements--department may suspend, revokeor modify permit.

260.206. 1. The owner or operator of a solid waste disposal areashall provide for quality assurance and quality control oversight ofinspections during implementation of approved solid waste disposal areaclosure, postclosure, and corrective action plans. The quality assuranceand quality control of inspections shall be conducted for conformance withdepartment-approved plans, specifications, operating procedures, andmonitoring programs, and for compliance with any rules or regulationspromulgated. For the purposes of this section, all quality assurance andquality control oversight of inspections shall be conducted by a personpossessing qualifications specified in rules promulgated by the department.The person performing quality assurance and quality control oversight shallcertify that the inspections meet all requirements of applicable law andrules.

2. The department reserves the right to suspend, revoke, or modifythe permit if the solid waste disposal area construction or operation doesnot comply with department-approved plans and specifications, operatingprocedures, monitoring programs, or any rules governing its design oroperation.
