Inspection, enforce quarantine regulations--power to callmeetings--rulemaking, procedure.

263.050. The state entomologist may conduct such inspections andpromulgate and enforce such quarantine rules as may be necessary incarrying out the provisions of sections 263.010 to 263.180. The stateentomologist may call to any of his meetings any person or persons who inhis judgment possesses information of value in carrying out the provisionsof sections 263.010 to 263.180, and necessary traveling expenses of suchperson or persons may be paid from the funds appropriated to thedepartment. No rule or portion of a rule promulgated under the authorityof this chapter shall become effective unless it has been promulgatedpursuant to the provisions of section 536.024, RSMo.
