Sales to be reported--fees--to be used for what.

266.331. Every distributor shall, within thirty days after eachsix-months' period ending June thirtieth and December thirty-first, filewith the director on forms supplied by him a sworn certificate settingforth the information required by the director by rule. At the time offiling said certificate, each distributor of fertilizer, excludingmanipulated animal or vegetable manure, shall pay to the director the feeprescribed by the director by rule, which fee shall not exceed one dollarper ton and one dollar ten cents per metric ton; except that, sales tofertilizer manufacturers or exchanges between them are hereby exempted.Each distributor of fertilizer consisting of manipulated animal orvegetable manure shall pay to the director a fee paid for each ton ofmanure as prescribed by the director by rule, which fee shall not exceedtwo cents for each percent nitrogen for manure containing less than fivepercent nitrogen; or which fee shall not exceed four cents for each percentnitrogen for manure containing at least five but less than ten percentnitrogen; or which fee shall not exceed six cents for each percent nitrogenfor manure containing ten or more percent nitrogen. In the event that thedirector has not prescribed a fee under this section, each distributorrequired to pay a fee under this section shall pay a fee of one andone-half cents for each one hundred pounds of fertilizer sold by him duringthe period covered by the certificate filed under this section. The feesso paid to the director shall be used for defraying the expenses inadministering sections 266.291 to 266.351 and the rules promulgated undersections 266.291 to 266.351, and for practical and scientific experimentsby the Missouri agricultural experiment station in the value and proper useof fertilizers. Such fees may also be used to support such relatedresearch and methodology, publications, and educational programs extendingthe results of the fertilizer experiments as may be of practical use to thefarmers of this state.
