275.455. 1. Payment of the charges provided in thissection shall be made by each commercial producer in this state.Each commercial producer, on or before the fifteenth day ofJanuary, April, July, and October, shall file with the directorof the department of agriculture, on forms prescribed andfurnished by the director, a signed written report in duplicate,in such form as is required by the director to enable him tocompute, and assure the accuracy of, the charges due on allpurchases of fish food occurring during the preceding quarter.Payment of the charges in the amount disclosed by the reportshall accompany the report.

2. Any commercial producer who purchases any fish foodmentioned in section 275.452, unless the charge imposed bysections 275.452 to 275.455 is paid, is subject to a fine of notless than fifty dollars nor more than one thousand dollars.
