Advertising for bids before prevailing wage is determinedprohibited.

290.320. No public body, officer, official, member, agent orrepresentative authorized to contract for public works shallfail, before advertising for bids or contracting for suchconstruction, to have the department determine the prevailingrates of wages of workmen for each class of work called for bythe public works in the locality where the work is to beperformed as provided in sections 290.210 to 290.340.
