Awarding contract or payment without prevailing wage determinationprohibited.

290.325. No public body, officer, official, member, agent orrepresentative thereof authorized to contract for public worksshall award a contract for the construction of such improvementor disburse any funds on account of the construction of suchpublic improvement, unless such public body has first had thedepartment determine the prevailing rates of wages of workmen forthe class of work called for by such public works in the localitywhere the work is to be performed and such determination has beenmade a part of the specifications and contract for such publicworks.
