When official traffic control devices required for enforcementpurposes.

300.145. No provision of this ordinance for which officialtraffic control devices are required shall be enforced against analleged violator if at the time and place of the allegedviolation an official device is not in proper position andsufficiently legible to be seen by an ordinarily observantperson. Whenever a particular section does not state thatofficial traffic control devices are required, such section shallbe effective even though no devices are erected or in place.
