Drivers to exercise highest degree of care.

300.410. Notwithstanding the foregoing provisions ofsections 300.155 to 300.410, every driver of a vehicle shallexercise the highest degree of care to avoid colliding with anypedestrian upon any roadway and shall give warning by soundingthe horn when necessary and shall exercise proper precaution uponobserving any child or any confused or incapacitated person upona roadway.
