301.129. There is established in this section an advisory committeefor the department of revenue, which shall exist solely to develop uniformdesigns and common colors for motor vehicle license plates issued underthis chapter and to determine appropriate license plate parameters for alllicense plates issued under this chapter. The advisory committee may adoptmore than one type of design and color scheme for license plates issuedunder this chapter; however, each license plate of a distinct type shall beuniform in design and color scheme with all other license plates of thatdistinct type. The specifications for the fully reflective material usedfor the plates, as required by section 301.130, shall be determined by thecommittee. Such plates shall meet any specific requirements prescribed inthis chapter. The advisory committee shall consist of the director ofrevenue, the superintendent of the highway patrol, the correctionalenterprises administrator, and the respective chairpersons of both thesenate and house of representatives transportation committees.Notwithstanding section 226.200, RSMo, to the contrary, the generalassembly may appropriate state highways and transportation department fundsfor the requirements of section 301.130 and this section. Prior to January1, 2007, the committee shall meet, select a chairman from among theirmembers, and develop uniform design and license plate parameters for themotor vehicle license plates issued under this chapter. Prior todetermining the final design of the plates, the committee shall hold atleast three public meetings in different areas of the state to invitepublic input on the final design. Members of the committee shall bereimbursed for their actual and necessary expenses incurred in theperformance of their duties under this section out of funds appropriatedfor that purpose. The committee shall direct the director of revenue toimplement its final design of the uniform motor vehicle license plates andany specific parameters for all license plates developed by the committeenot later than January 1, 2007. The committee shall be dissolved uponcompletion of its duties under this section.
