301.175. 1. Upon the application for and payment of a feeof five dollars the director of revenue shall issue a maintenancetrip permit at any office issuing motor vehicle license plates.Any holder of a local commercial motor vehicle license may applyfor the maintenance trip permit by certifying on the applicationfor such a permit that the permit will be used solely for thepurpose of operating the motor vehicle and its mounted equipment,while empty, to or from a place of repair or maintenance, orplace where its mounted equipment may be repaired or replaced,beyond the twenty-five mile license zone. The agent or deputy ofthe director who issues the permit shall enter on such permit thename of the registered owner of the vehicle, the address of theplace to which the vehicle is registered, the place of origin forthe trip, the destination for the trip, the number of the localcommercial license issued for that vehicle, the vehicle make andyear model, and the date, time and place of issuance.
2. Possession of a duly issued permit shall entitle theoperator of a locally licensed commercial vehicle to operate thevehicle beyond the twenty-five mile commercial zone for whichlicensed for the purposes set out in subsection 1 of thissection.
3. "Maintenance trip permit", as used in this section, meansa trip permit issued as a supplement to a local commerciallicense for the sole purpose of allowing the operation of avehicle licensed as a local commercial vehicle, while empty, toor from a place of repair or maintenance within a period of tendays from the time of issuance.
4. All fees collected by the director of revenue under theprovisions of this section shall be deposited with the statetreasurer to the credit of the state highways and transportationdepartment fund.
5. Notwithstanding any other provision of law to thecontrary, whenever a public utility, as defined in section386.020, RSMo, has customers without utility service due to aweather-related or other type of emergency, the public utilitymay use locally licensed commercial vehicles to make servicerestoration trips to the areas of the service outages, even ifsuch areas are outside the twenty-five-mile commercial licensezone. The vehicles may operate in the areas of service outagesuntil service is restored, and then such vehicles may make thereturn trip to their local area.
