301.3074. 1. Any member of the National Association for theAdvancement of Colored People, after an annual payment of an emblem-useauthorization fee to any branch office of the National Association for theAdvancement of Colored People located within Missouri, may receive speciallicense plates for any vehicle the member owns, either solely or jointly,other than an apportioned motor vehicle or a commercial motor vehiclelicensed in excess of eighteen thousand pounds gross weight. The NationalAssociation for the Advancement of Colored People hereby authorizes the useof its official emblem to be affixed on multiyear personalized licenseplates within the plate area prescribed by the director of revenue and asprovided in this section. Any contribution to the National Association forthe Advancement of Colored People derived from this section, exceptreasonable administrative costs, shall be used solely for the purposes ofthe National Association for the Advancement of Colored People. Any memberof the National Association for the Advancement of Colored People mayannually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to any branch office of the National Associationfor the Advancement of Colored People located within Missouri, the NationalAssociation for the Advancement of Colored People shall issue to thevehicle owner, without further charge, an emblem-use authorizationstatement, which shall be presented by the vehicle owner to the director ofrevenue at the time of registration. Upon presentation of the annualstatement and payment of a fifteen dollar fee in addition to the regularregistration fees, and presentation of any documents which may be requiredby law, the director of revenue shall issue to the vehicle owner a speciallicense plate which shall bear the emblem of the National Association forthe Advancement of Colored People and the letters "NAACP" in place of thewords "SHOW-ME STATE". Such license plates shall be made with fullyreflective material with a common color scheme and design of the standardlicense plate, shall be clearly visible at night, shall have a reflectivewhite background in the area of the plate configuration, and shall beaesthetically attractive, as prescribed by section 301.130.Notwithstanding the provisions of section 301.144, no additional fee shallbe charged for the personalization of license plates pursuant to thissection.
3. A vehicle owner who was previously issued a plate with theNational Association for the Advancement of Colored People emblemauthorized by this section, but who does not provide an emblem-useauthorization statement at a subsequent time of registration, shall beissued a new plate which does not bear the National Association for theAdvancement of Colored People emblem, as otherwise provided by law. Thedirector of revenue shall make necessary rules and regulations for theenforcement of this section, and shall design all necessary forms requiredby this section.
