301.3082. 1. Any person may receive special license plates asprescribed by this section for any motor vehicle such person owns, eithersolely or jointly, other than an apportioned motor vehicle or a commercialmotor vehicle licensed in excess of eighteen thousand pounds gross weight,after an annual payment of an emblem-use authorization fee to the HearingImpaired Kids Endowment Fund, Inc. The Hearing Impaired Kids EndowmentFund, Inc., hereby authorizes the use of its official emblem to be affixedon multiyear personalized license plates as provided in this section. Anycontribution to the Hearing Impaired Kids Endowment Fund, Inc., derivedfrom this section, except reasonable administrative costs, shall be usedsolely for the benefit of children who are residents of Missouri.
2. Upon annual application and payment of a twenty-five dollaremblem-use authorization fee to the Hearing Impaired Kids Endowment Fund,Inc., that organization shall issue to the vehicle owner, without furthercharge, an emblem-use authorization statement, which shall be presented bythe owner to the department of revenue at the time of registration of amotor vehicle. Upon presentation of the annual statement, payment of afifteen dollar fee in addition to the registration fee and documents whichmay be required by law, the department of revenue shall issue to thevehicle owner a personalized license plate which shall bear the emblem ofthe Hearing Impaired Kids Endowment Fund, Inc. Such license plates shallbe made with fully reflective material with a common color scheme anddesign, shall be clearly visible at night, and shall be aestheticallyattractive, as prescribed by section 301.130.
3. A vehicle owner, who was previously issued a plate with theHearing Impaired Kids Endowment Fund, Inc., emblem authorized by thissection but who does not provide an emblem-use authorization statement at asubsequent time of registration, shall be issued a new plate which does notbear the Hearing Impaired Kids Endowment Fund, Inc., emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the administration of this section, and shall design allnecessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
