Missouri Civil War Reenactors Association special license plate,application, fee.

301.3099. 1. Any member of the Missouri Civil War ReenactorsAssociation may receive special license plates as prescribed by thissection, for any motor vehicle such person owns, either solely or jointly,other than an apportioned motor vehicle or a commercial motor vehiclelicensed in excess of eighteen thousand pounds gross weight, after anannual payment of an emblem-use authorization fee to the Missouri Civil WarReenactors Association of which the person is a member. The Missouri CivilWar Reenactors Association hereby authorizes the use of its official emblemto be affixed on multiyear personalized license plates as provided in thissection. Any contribution to the Missouri Civil War Reenactors Associationderived from this section, except reasonable administrative costs, shall beused solely for the purposes of the Missouri Civil War ReenactorsAssociation. Any member of the Missouri Civil War Reenactors Associationmay annually apply for the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Missouri Civil War Reenactors Association,the organization shall issue to the vehicle owner, without further charge,an emblem-use authorization statement, which shall be presented by theowner to the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of the MissouriCivil War Reenactors Association. Such license plates shall be made withfully reflective material with a common color scheme and design, shall beclearly visible at night, and shall be aesthetically attractive, asprescribed by section 301.130. Notwithstanding the provisions of section301.144, no additional fee shall be charged for the personalization oflicense plates pursuant to this section.

3. A vehicle owner, who was previously issued a plate with theMissouri Civil War Reenactors Association emblem authorized by this sectionbut who does not provide an emblem-use authorization statement at asubsequent time of registration, shall be issued a new plate which does notbear the Missouri Civil War Reenactors Association emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the administration of this section, and shall design allnecessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
