301.3105. 1. Any member of the Veterans of Foreign Wars may receivespecial license plates as prescribed by this section, for any motor vehiclesuch person owns, either solely or jointly, other than an apportioned motorvehicle or a commercial motor vehicle licensed in excess of eighteenthousand pounds gross weight, after an annual payment of an emblem-useauthorization fee to the Department of Missouri, Veterans of Foreign Warsof which the person is a member. The Veterans of Foreign Wars herebyauthorizes the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contributionto the Veterans of Foreign Wars derived from this section, exceptreasonable administrative costs, shall be used solely for the purposes ofthe Department of Missouri, Veterans of Foreign Wars. Any member of theVeterans of Foreign Wars may annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Department of Missouri, Veterans of ForeignWars, the organization shall issue to the vehicle owner, without furthercharge, an emblem-use authorization statement, which shall be presented bythe owner to the department of revenue at the time of registration of amotor vehicle. Upon presentation of the annual statement, payment of afifteen dollar fee in addition to the registration fee and documents whichmay be required by law, the department of revenue shall issue to thevehicle owner a personalized license plate which shall bear the emblem ofthe Veterans of Foreign Wars. Such license plates shall be made with fullyreflective material with a common color scheme and design, shall be clearlyvisible at night, and shall be aesthetically attractive, as prescribed bysection 301.130. Notwithstanding the provisions of section 301.144, noadditional fee shall be charged for the personalization of license platespursuant to this section.
3. A vehicle owner, who was previously issued a plate with theVeterans of Foreign Wars emblem authorized by this section but who does notprovide an emblem-use authorization statement at a subsequent time ofregistration, shall be issued a new plate which does not bear the Veteransof Foreign Wars emblem, as otherwise provided by law. The director ofrevenue shall make necessary rules and regulations for the administrationof this section, and shall design all necessary forms required by thissection. No rule or portion of a rule promulgated pursuant to theauthority of this section shall become effective unless it has beenpromulgated pursuant to the provisions of chapter 536, RSMo.
