301.3112. Friends of the Missouri Women's Council special license plate, application, fee.
301.3112. 1. Any person may receive special license plates asprescribed by this section, for any motor vehicle such person owns, eithersolely or jointly, other than an apportioned motor vehicle or a commercialmotor vehicle licensed in excess of eighteen thousand pounds gross weight,after an annual contribution of an emblem-use authorization fee to theFriends of the Missouri Women's Council. Any contribution given pursuantto this section shall be designated for breast cancer services only. TheFriends of the Missouri Women's Council hereby authorizes the use of itsofficial emblem to be affixed on multiyear personalized license plates asprovided in this section. Any contribution to the Friends of the MissouriWomen's Council derived from this section, except reasonable administrativecosts, shall be used solely for the purpose of providing breast cancerservices. Any person may annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Friends of the Missouri Women's Council, theorganization shall issue to the vehicle owner, without further charge, anemblem-use authorization statement, which shall be presented by the ownerto the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of the Friends ofthe Missouri Women's Council and shall bear the words "BREAST CANCERAWARENESS" in place of the words "SHOW-ME STATE". Such license platesshall be made with fully reflective material with a common color scheme anddesign, shall be clearly visible at night, and shall be aestheticallyattractive, as prescribed by section 301.130. Notwithstanding theprovisions of section 301.144, no additional fee shall be charged for thepersonalization of license plates pursuant to this section.
3. A vehicle owner, who was previously issued a plate with theFriends of the Missouri Women's Council emblem authorized by this sectionbut who does not provide an emblem-use authorization statement at asubsequent time of registration, shall be issued a new plate which does notbear the Friends of the Missouri Women's Council emblem, as otherwiseprovided by law. The director of revenue shall make necessary rules andregulations for the administration of this section, and shall design allnecessary forms required by this section. No rule or portion of a rulepromulgated pursuant to the authority of this section shall becomeeffective unless it has been promulgated pursuant to the provisions ofchapter 536, RSMo.
