Jefferson National Parks Association special license plate,application, fee.

301.3117. 1. Any member of Jefferson National Parks Association mayreceive special license plates as prescribed by this section, for any motorvehicle such person owns, either solely or jointly, other than anapportioned motor vehicle or a commercial motor vehicle licensed in excessof eighteen thousand pounds gross weight, after an annual payment of anemblem-use authorization fee to Jefferson National Parks Association ofwhich the person is a member. Jefferson National Parks Association herebyauthorizes the use of its official emblem to be affixed on multiyearpersonalized license plates as provided in this section. Any contributionto Jefferson National Parks Association derived from this section, exceptreasonable administrative costs, shall be used solely for the purposes ofJefferson National Parks Association. Any member of Jefferson NationalParks Association may annually apply for the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to Jefferson National Parks Association, theorganization shall issue to the vehicle owner, without further charge, anemblem-use authorization statement, which shall be presented by the ownerto the department of revenue at the time of registration of a motorvehicle. Upon presentation of the annual statement, payment of a fifteendollar fee in addition to the registration fee, and documents which may berequired by law, the department of revenue shall issue to the vehicle ownera personalized license plate which shall bear the emblem of the JeffersonNational Parks Association and shall have the words "Jefferson NationalParks Association" in place of the words "Show-Me State". Such licenseplates shall be made with fully reflective material with a common colorscheme and design, shall be clearly visible at night, and shall beaesthetically attractive, as prescribed by section 301.130.Notwithstanding the provisions of section 301.144, no additional fee shallbe charged for the personalization of license plates pursuant to thissection.

3. A vehicle owner, who was previously issued a plate with theJefferson National Parks Association emblem authorized by this section butwho does not provide an emblem-use authorization statement at a subsequenttime of registration, shall be issued a new plate which does not bear theJefferson National Parks Association emblem, as otherwise provided by law.The director of revenue shall make necessary rules and regulations for theadministration of this section, and shall design all necessary formsrequired by this section. No rule or portion of a rule promulgatedpursuant to the authority of this section shall become effective unless ithas been promulgated pursuant to the provisions of chapter 536, RSMo.
