301.3130. 1. Any member of the Missouri Association of StateTroopers Emergency Relief Society, after an annual payment of an emblem-useauthorization fee to the Missouri Association of State Troopers EmergencyRelief Society, may receive special license plates for any vehicle themember owns, either solely or jointly, other than an apportioned motorvehicle or a commercial motor vehicle licensed in excess of eighteenthousand pounds gross weight. The Missouri Association of State TroopersEmergency Relief Society hereby authorizes the use of its official emblemto be affixed on multiyear personalized license plates within the platearea prescribed by the director of revenue as provided in this section.Any contribution to the Missouri Association of State Troopers EmergencyRelief Society derived from this section, except reasonable administrativecosts, shall be used solely for the purposes of the Missouri Association ofState Troopers Emergency Relief Society. Any member of the MissouriAssociation of State Troopers Emergency Relief Society may annually applyfor the use of the emblem.

2. Upon annual application and payment of a twenty-five dollaremblem-use contribution to the Missouri Association of State TroopersEmergency Relief Society, the Missouri Association of State TroopersEmergency Relief Society shall issue to the vehicle owner, without furthercharge, an emblem-use authorization statement, which shall be presented bythe vehicle owner to the director of revenue at the time of registration.Upon presentation of the annual statement and payment of a fifteen dollarfee in addition to the regular registration fees, and presentation of anydocuments which may be required by law, the director of revenue shall issueto the vehicle owner a special license plate which shall bear the emblem ofthe Missouri Association of State Troopers Emergency Relief Society and thewords "The MASTERS" in place of the words "SHOW-ME STATE". Such licenseplates shall be made with fully reflective material with a common colorscheme and design of the standard license plate, shall be clearly visibleat night, shall have a reflective white background in the area of the plateconfiguration, and shall be aesthetically attractive, as prescribed bysection 301.130. Notwithstanding the provisions of section 301.144, noadditional fee shall be charged for the personalization of license platespursuant to this section.

3. A vehicle owner who was previously issued a plate with theMissouri Association of State Troopers Emergency Relief Society emblemauthorized by this section, but who does not provide an emblem-useauthorization statement at a subsequent time of registration, shall beissued a new plate which does not bear the Missouri Association of StateTroopers Emergency Relief Society emblem, as otherwise provided by law.

4. The director of revenue shall make necessary rules and regulationsfor the enforcement of this section, and shall design all necessary formsrequired by this section. Any rule or portion of a rule, as that term isdefined in section 536.010, RSMo, that is created under the authoritydelegated in this section shall become effective only if it complies withand is subject to all of the provisions of chapter 536, RSMo, and, ifapplicable, section 536.028, RSMo. This section and chapter 536, RSMo, arenonseverable and if any of the powers vested with the general assemblypursuant to chapter 536, RSMo, to review, to delay the effective date, orto disapprove and annul a rule are subsequently held unconstitutional, thenthe grant of rulemaking authority and any rule proposed or adopted afterAugust 28, 2004, shall be invalid and void.
